James Pierson is a retired Police Chief who currently serves as an investigator for the Rusk County Attorney’s Office in Texas. With more than 35 years of active law enforcement experience, Chief Pierson has spent his career focused on leadership, officer safety, and effective training.

Before retiring in 2017, he led the Henderson Police Department, where he served for 28 years in a range of command roles. Chief Pierson has taught as an adjunct instructor at two East Texas academies and worked closely with the Texas Commission on Law Enforcement (TCOLE) on several course development committees. He also served on the board of the Texas Police Association, contributing to statewide law enforcement initiatives. A lifelong trainer, he has been teaching defensive tactics and police skills for over 40 years, continuing today to instruct both officers and civilians at the basic and instructor levels internationally.
As a lead trainer with Blauer Tactical Systems until early 2024, Chief Pierson traveled internationally to certify instructors in law enforcement, military, and first responder programs across the U.S., Canada, Australia, and the U.K. His courses include topics such as Use of Force, Courtroom Testimony, and Officer Safety.
In addition to training, he has served as an expert witness in both state and federal courts on use of force, leadership, and police procedure. A three-time speaker at the International Association of Chiefs of Police (IACP) Conference (2023–2025), Chief Pierson continues to write, speak, and develop specialized training programs that help agencies and officers perform with professionalism, confidence, and integrity.
Elisa Weber is a full partner and lead trainer at JP Law Enforcement & Safety Training. She owns and operates a licensed Executive Protection company in Austria. Since 2020, Elisa has been involved in Executive Protection and security, providing protection services in both overt and covert capacities for corporate and private clients across multiple countries in the European Union.

As a trainer, Elisa has delivered programs on behalf of her company and as a member of the Blauer Tactical Systems Mobile Training Team from 2022 to 2024. Her training programs, which range from end-user to instructor levels, have reached law enforcement, security personnel, care and service providers, social work staff, and civilians internationally.

In addition to her protective services work, Elisa continues to offer training across Europe, Great Britain, and the United States. She has also provided specialized training for victims of violence and abuse and has led self-defense programs for teenagers in schools.
